The Human Right Activist, Barr Maxwell Opara is praying the FHC for the following relief against the Respondent as follows: 1. A declaration that the 1st, 2nd, 3rd and 4th Defendants cannot approve, process and pay the 13% oil revenue derivation without same having been appropriated and passed by the National Assembly. 2. A declaration that the approval and processed payment of a recalculated 13% oil revenue derivation arrears from the year 1999 to the year 2022 by the 1st, 2nd, 3rd and 4th Defendants is unconstitutional, illegal and an act of corruption aimed at enriching some States at the expense of other States of the Federation. 3. An Order compelling the 1st, 2nd, 3rd and 4th Defendants to discontinue with and cease any payment of N1, 069, 689, 563, 196.81 (One Trillion, Sixty-Nine Billion, Six Hundred and Eighty-Nine Million, Five Hundred and Sixty-Three Thousand, One Hundred and Ninety-Six Naira, Eighty-One Kobo) being a recalculated arrears of 13% Oil Revenue Derivation to the States listed as Oil Producing States in Nigeria. 4. An Order directing 5th Defendant to institute a full and detailed investigation on how the recalculated oil revenue derivation of N1, 069, 689, 563, 196.81 (One Trillion, Sixty-Nine Billion, Six Hundred and Eighty-Nine Million, Five Hundred and Sixty-Three Thousand, One Hundred and Ninety-Six Naira, Eighty-One Kobo) was arrived at and all of those involved in it, for the preservation of Nigeria's commonwealth and prevention of corrupt activities in government.
